Is Mysterious Sleeping Illness in Kazakhstan Retribution?

In September of last year it came to international attention that a mystery illness was striking people in Kazakhstan. Dubbed the new "Sleepy Hollow" people are mysteriously falling to sleep for days at a time, with no reason or warning. 

According to a story done by Russian Times, victims start to stagger as though drunk then fall to sleep and are incapable of waking for days.When anything so strange occurs you have to ask yourself why and how.

Could this be some type of retribution by the UN for the limited economic partnership Kazakhstan signed with Russia and Belarus in May, just months before the outbreak? (Read more here)
